This is a replica of a Cascade Point, chipped from fine-grained basalt from British Columbia. Cascade Points came to predominate on the Northwest region after the Western Stemmed Complex faded in the terminal paleolithic. It should be noted that during the period when this shift was occurring, stemmed lanceolate forms came to predominate on the Plains. Whether this represents simply a wave of replacement of lithic tool styles, or an actual displacement of people, or a mix of both, is a good question.

Cascade points generally exhibit more oblique pressure flaking and more distinct serrations than earlier Western Stemmed Forms.

The point fragment lodged in the Kennewick Man's hip bares the distinctive serrations of a Cascade Point. Dennis Stanford has suggested that point fragment was perhaps a Haskett Point, but if you check out my listing on Haskett Points you'll see why I think the dates alone make that highly unlikely.
